Overview & Legal Requirement

The WSQ Perform Work in Confined Space Operation (PWCSO) is a mandatory safety training designed for individuals tasked with entering or attending to manholes and other confined spaces. As required under the Factories (Safety Training Courses) Order 2001, workers must complete this course before performing confined space duties in Singapore.

Who Should Attend?

This course is essential for:
• Confined Space Entrants
• Confined Space Attendants
Often referred to as manhole workers, participants will learn to navigate entry, monitor conditions, and respond effectively during emergencies.

Entry Requirements

• Must be at least 18 years old and medically fit.
• Able to listen, read, speak, and write English at Employability Skills System (ESS) Level 2 proficiency.
• Numeracy skills equivalent to ESS Level 2, and the ability to follow written and oral instructions.
• Basic knowledge of personal protective equipment (PPE) and its use.

Course Duration & Format

Total Duration: 14 hours (including 12 hours of training and 2 hours of assessment).
Delivered in classroom-based, competency-focused format, with a mix of theory, practical training, and assessment.
Trainer-to-learner ratio: 1:20 ensures hands-on guidance and safety.
100% attendance is mandatory, and lateness is not permitted.

Core Learning Modules

  • Legislation & Code of Practice – Understanding confined space regulations under the WSH Act and relevant codes.

  • Duties & Responsibilities – Clarity for entrants, attendants, supervisors, safety assessors, rescue personnel, and authorised managers.

  • Hazards in Confined Spaces – Identifying atmospheric, physical, and biological risks.

  • Gas Detection & Atmosphere Monitoring – Safe use and interpretation of gas detection instruments, their limitations, and maintenance.

  • Permit-to-Work System & Safe Work Procedures – Managing entry permits, lockout/tagout processes, ventilation, and communication protocols.

  • Risk Assessment & PPE – Evaluating risks and selecting appropriate PPE, including respiratory equipment.

  • Emergency Response & Rescue – Responding to alarms, using SCBA, harnesses, and initiating rescue protocols.

Assessment & Certification

Assessment includes written tests, practical performance, and case studies. Upon successful completion, participants will receive:
• A WSQ Statement of Attainment (SOA)

• An E-Certificate
• A Safety Pass (e‑certificate), valid for confined space access
